It may describe a seller's SIM-based access model, the endpoint and credentials issued to a customer, or a public IP address. Those are separate claims. The useful question is not whether the word appears, but exactly what the customer receives.
Why the word dedicated is easy to misunderstand

What a dedicated-SIM label tells a buyer
A provider may advertise a product as a "dedicated SIM proxy." Treat that as the provider's name for its access model, then read the actual service specification. The label alone does not state the exit IP's history, whether the carrier shares that public address through CGNAT, which rotation controls exist or how the connection performs in your location.
Those customer-facing details are what affect ordinary proxy work. Compare them directly instead of assuming that every company uses the word dedicated in the same way.
What an assigned endpoint means
An endpoint is the host, port and credentials configured in a browser, tool or device. An assigned authenticated endpoint gives the customer a defined way to reach the service and lets the provider apply the purchased destination scope, protocols and rotation controls.
The endpoint can remain the same while the public carrier exit changes. That is normal: access credentials belong to the proxy service, while public address assignment remains part of the carrier network.
Why a dedicated public IP is a different promise
A dedicated public IP should mean that the address seen by a destination is reserved for one customer. Ordinary mobile internet access often does not work that way. Carriers conserve IPv4 space through carrier-grade NAT, where multiple carrier subscribers can appear behind one public address. RFC 6888 describes this multi-subscriber model.
That is why a SIM-related product label is not evidence of an exclusive public IPv4. It also does not mean the public address will remain unchanged. Public-IP exclusivity and persistence are separate promises and should be stated explicitly if a seller offers them.
The service details a buyer can verify
- Authentication: the endpoint accepts the credentials issued for the purchase.
- Network: the public exit belongs to the expected mobile-carrier ASN.
- Location: country and broad region match the purchased service.
- Protocols: HTTP, SOCKS5 or VPN works as the plan describes.
- Rotation: the advertised control works on plans that include it.
- Performance: latency, packet loss, throughput and availability fit the workload.
- Application fit: the buyer's real workflow works in a controlled trial.
What the label cannot answer by itself
- Whether the public exit has a useful reputation for the buyer's exact destination.
- Whether the carrier will reassign the address during a session.
- Whether the plan includes customer-controlled, managed or per-connection rotation.
- Whether performance remains acceptable during local busy hours.
- Whether an advertised location is accurate enough for the buyer's use case.
How to compare offers fairly
Use the same checklist for every provider. Record the carrier ASN, location, protocols, observed IP changes, latency, packet loss, busy-hour throughput and results from the real application. A provider's access-model label can remain part of the comparison, but observable results make the offers comparable.
