Dedicated SIM, dedicated endpoint and dedicated IP: what each term means

Dedicated can describe hardware, access credentials or a public address. Those are different claims, and carrier-grade NAT keeps them from meaning the same thing.

Mobile-proxy pages use the word "dedicated" for several different things. One seller means a physical SIM. Another means a login or port. A buyer may hear "dedicated IP" even though the carrier places many subscribers behind the same public address. Unless the layer is named, the word tells you very little.

Why dedicated is overloaded

Dedicated SIM is a hardware-tenancy claim

When a provider advertises a dedicated SIM, the narrow meaning is that the provider allocates that SIM or modem to one buyer. That may affect who can trigger reconnects or consume that device's local resources. It is an operator disclosure about infrastructure, not something a normal IP lookup can confirm.

A remote buyer can test the exit IP, carrier ASN, location, protocols, performance and rotation behavior. Those tests cannot normally count how many service assignments exist behind equipment in a remote facility. If physical exclusivity is essential, require a written contractual commitment or evidence designed for that requirement.

An assigned endpoint is an access claim

An endpoint is the host, port and credentials used to connect. Assigning an endpoint means the purchase is not simply anonymous access to a giant public residential pool. It says what the customer receives and authenticates to without turning that statement into a claim about every lower network layer.

That distinction is useful because the endpoint can stay the same while the mobile exit changes. The customer continues using the same credentials even when the carrier assigns a different public address.

A public mobile IP is controlled by the carrier

Mobile carriers conserve IPv4 space through carrier-grade NAT. Multiple carrier subscribers can appear behind one public address, separated by translated ports and session records. RFC 6888 explicitly describes the case where multiple subscribers share one external address.

Therefore, advertised SIM exclusivity does not automatically create public-IP exclusivity. The carrier may reuse or concurrently share the external address regardless of how a proxy operator allocates equipment.

What a buyer can verify remotely

  • The endpoint accepts the assigned credentials.
  • The public exit belongs to the expected mobile-carrier ASN.
  • Country and broad region match the purchased location.
  • HTTP, SOCKS5 or VPN transport behaves as advertised.
  • On-demand rotation works when the plan includes it.
  • Latency, packet loss, throughput and availability fit the workload.

What remote testing normally cannot prove

  • The exact physical SIM or modem assigned inside a provider's facility.
  • A permanent one-to-one relationship between that equipment and a public IPv4.
  • That no ordinary carrier subscriber shares the public address through CGNAT.
  • How the carrier will reassign the address after a reconnect or network event.

If hardware exclusivity is a requirement

Treat it as a procurement requirement, not a label. Ask whether the contract certifies exclusive SIM and modem tenancy, what evidence is supplied, what happens during failover, and whether replacement hardware preserves that promise. Then separately ask whether the carrier uses CGNAT, because hardware tenancy and public-IP exclusivity remain different questions.
